A place to mark loans with guild members.   Any member,  can post here to form a tab with someone else to borrow jewels and keep a log of their tab, to pay back as soon as you are able.

You really shouldn't be buying things when you have an ongoing tab, but that's nothing we can enforce.   

There's a 10% interest per month,  increased by 2.5% each time a purchase has made before paying whoever loaned jewels back.  Which is to say paying back within a month has no interest, and it 10% is added on subsequent months.   12.5%,  15%, and so on,  if purchases are made before returning the jewels.

There also has to be a reasonable expectation of return,  it's not likely that most people will be able to pay back a million jewels for example,  so it's significantly less... reasonable...
The purpose needs to be decent enough for the amount,  and proof that you'll be able to return the jewels would help a lot too.
