Quick fix, in the Character Perks ruleset Tertiary is still set under SS and H only, not B... Unless it got moved back when I didn't notice

I'd be pretty pleased if it got moved back... Tertiary was special, even if it was limited. It was a nice perk of being of those ranks and they were intended to be a tool for guildmasters (of that rank, guildmasters tend to be high ranking.)
Greatly diminished the value when they lowered it. But also, why would lower ranked mages even have access to a third whole magic yet?
Lots of people suggested that they BUFF tertiary, but then they nerf it further and reduce the requirements instead.
