There are a few things I would like to say before you members dive straight into these, so I would plead with you beforehand to PLEASE read these Prior Notes, and take a look at the "Developer's Notes" immediately afterwards before replies or criticism is made, if any.
First and foremost I would like to say that this is merely a suggestion. Nothing about this is final, it is not approved by staff (yet, maybe?), and is not guaranteed to be in the future. This is merely something I want to present to both staff and the rest of the site for an idea about the Magic Council, since it has been mentioned in the past, and there appears to be little or no progress towards it, at least in my perspective. Instead of being that guy that just complains and does nothing, I've decided to take some matters into my own hand, and push this forward to see what happens. If it's established as the Council, wonderful. If not, okay. If some ideas are taken as inspiration, that's okay. I'm not expecting anything from this, and just want to see how the community takes it. That being said, here it is:

Personality: Headmaster of the Council, the oldest member, and the strongest of the seven, Abraham invokes several aspects that the Council must uphold and display at the appropriate time, and weighs a heavy burden on his shoulders.
With his position at the pinnacle of power within the world of Magic, Abraham makes sure that his most common demeanor is calm and collective, but also authoritative. He assures both himself and others that anger will not be taken out without good reason, but that he will not be taken advantage of or threatened. He speaks very proudly and assuredly, but never threatens others unless he himself feels or is threatened. He tries his hardest to assure that no anger or unnecessary fierceness cloud his judgment, which can possess his mind if he is pushed too far, for he knows that a calm mind makes the most valuable for judgment and leadership. Oftentimes when faced with opposition or arguments, he questions the opposing side first go grasp their understanding of a situation before countering with his own, and making an evaluation of the entire scenario.
In spite of being the Headmaster, Abraham is the quietest around his Council members and during their meetings, and that is because he oversees all of their bickering and argument. In spite of what they may say and vote on, his vote and rule is usually absolute, so he merely listens to them to formulate his own opinion, though sometimes it is already predetermined. Afterwards, he may give out a compromise between the two opposing sides, which is usually between Jacob and Matthew, or stick to only one side. Though his rule is absolute, the rest of the Council members do have the power to overthrow his decision in favor of their own, if they all agree to it, which rarely happens. If it does, it's usually because they have a common goal that Abraham does not wish to see fulfilled.
Abraham does not demand respect, but rather he merely earns it with his presence and speaking alone, as both his brooding figure and voice in spite of his age oftentimes leaves those attempting to stand up to him shrinking backwards, and his age working to his advantage in terms of knowledge. That being said, Abraham does have his limits to patience; though violence is not his first resort--luckily for those who cross him or tick him off. When triggered to anger, Abraham abandons all form of compromise and negotiation, and stands firm on his own grounds, ready to tear down the opposing side with either wit or force, whichever is necessary.
Abraham, like his anger, is rarely triggered to combat, but once initiated, knows that the fullest extent of his power can eradicate any opposing force. Fearless in battle, confident--and at times arrogant, Abraham dominates anyone who stands within his way, though takes careful strikes to ensure his allies are not hurt. Once his battle is initiated, he stops at nothing to make sure that his foe and any of their associates are defeated and destroyed. When not fighting directly on the front lines, Abraham invokes the tenacious tactics of a natural born leader, able of leading many troops at a time, and guiding them to a swift and easy victory. He does not lead with his mind seething with anger, and returns to his calm and collected side, though it is still possible for him to become heated up with his emotions during the thrill of battle. He does not act under a leader, for there are none that can necessarily lead him.

Personality: Known more simply as "The Juggernaut" by the Council and all of its members, Jacob certainly invokes the personality of one.
Both ruthless and energetic, Jacob represents both the strength and the light-heartedness of the Council. Sometimes seen as ruthless bureaucrats, a mere five minutes with Jacob could show that the Council has plenty of spirit, though not within its youth, but rather the middle aged one of the group. Jacob speaks both loud and proud whenever he does, and often accompanies his speeches and vernacular with both humor and laughs. Much of what Jacob says is not to be taken entirely seriously, but all of it does have an underlying cause for others to realize the truth, and for him to get his point across in a much more subtle way rather than taking a direct approach. That being said, Jacob can also invoke quite harshness when he feels like it, being quite blunt with his sense of humor, but still finding it quite funny to his own way.
Among his fellow council members, he acts as a devil's advocate to some of the more strict members, and wishes to see all sides of an argument seen before coming to an ultimate decision within the council itself. He very rarely favors any kind of brash decision that would result in losses, and usually takes the smartest way for both the Council, which can contrast heavily with his methods of battle which will be elaborated on later. Even in the face of threats, Jacob will still keep his wit on and his smile spread across his face, seeking out negotiation rather than battle for his friends and foes alike. However, for his enemies, it is battle first and negotiations afterwards.
Aside from fellow Council Members, Jacob's personality is still quite the same to outsiders, such as citizens or Mages of a Guild. Many times he is met with criticism for the quality of the council, and often uses rhetorical questions to get his point across in such cases before elaborating; many people don't actually understand the pressure and frustration it is to be within the Council, and though Jacob prefers not to bring it out on them, he does like them to see the truth so that they may evaluate it themselves, and that sums up with his primary sources of argument. One must see the truth before making an evaluation of it. Jacob's method of argumentation is very similar to the Headmaster, Abraham, though it is much more involved; he not only realizes that should Abraham die or leave his position that he would be next in line, but also the wisdom in that form of understanding.
When it comes to battle, Jacob invokes the true traits of The Juggernaut. Charging headfirst into battle, Jacob shows no mercy to his opponents, but does not do it for the sake of being sadistic or invoking pain; he does it to win. Once a battle has been initiated, Jacob will not cease until a result is called upon, preferably his victory. Though his approach his head-first, he is quite tactical in many ways, and often gets himself into traps only to find a way out of it a mere moments later. The Juggernaut is a fierce warrior with his bear hands, but he still retains his sense of humor within battle, as his ultimate goal is to have fun with it above all else.
Jacob rarely leads forces into battle, and prefers to take a solo route into combat; any accompaniments are usually elite squadrons, and have their own free will. The only one that Jacob would ever take orders from his the Headmaster Abraham, and it is usually only if he finds Abraham's tactical advising much more useful or logical than his own head-first approach.
Goals for Fiore: For the Guilds to be at their strongest, and Fiore to prosper.

Personality: Matthew "The Judicator" holds up to his title as the most ruthless of all the Council members, and brings about his own sense of justice to anyone that stands in his way, or the Council's.
Matthew is most heavily contrasted by the older Jacob, and the two of them almost always go at it head-to-head within the Council's meetings and in its hallways. Matthew possesses a burning, undying hatred, and a sense of ruthlessness unlike any other. Matthew addresses his inferiors officers as such, and treats both his 'equals' and 'superiors' as cowards and spineless worms. A man of action and direct approaches, Matthew often refuses idle chatter and prefers to take an approach, especially during the Council meetings.
Anyone who opposes the Council is the enemy of the Council in Matthew's eyes, and were it not for Abraham and Jacob's close eye on him, many opposes who merely wanted to question or state their opinions would be slaughtered by his hand. Anyone who opposes him or the Council as a whole--even if it is just Jacob--will be met with a swift hand of his own sense of justice, either by unrelenting wit, or immediate violence and threats. Matthew, by all means, is not afraid to get his hands down and dirty. In terms of Dark Guilds, he believes the fight should be taken to them, and that their existence should not be allowed for a single second longer.
Within the Council's meetings, Matthew usually asserts the most direct and brash approach, in spite of his knowledge that it would most likely be turned down by his fellow members. He makes these approaches to not only display his own sense of power and ego, but to also see the "inferior" opinions of those around him. Matthew, of all the members, is the most likely to storm off in Council meetings, and has done it several times, but has never taken direct action. He knows he can't. Why keep him at all then? In spite of how ruthless Matthew can be, he has done nothing that would prove himself to be corrupt--though sometimes he suggests it--and the other Council members acknowledge that having a spirit like him would be best in some scenarios. He is the one that suggested Etherion be brought down during the Rising Tides.
Just like he is in Council meetings, Matthew is just as full of hatred during battle. Though it is not necessarily rage or blind tactics, Matthew is much more ruthless than Jacob, and stops at nothing to annihilate his opponents and inflict both pain and death upon them. He is usually the first one out on the battlefield, and sees it as his best option. If there is a defense, he tears it down. If there is a trap, he walks around it and proceeds forward. And if there is someone to be defeated, he makes sure they go down suffering. As a leader, Matthew is the typical: "Slay them all" kind of person. He performs whatever tactic will grant him and his forces victory, and is much more of the type of leader to be out on the front lines rather than barricaded behind walls. Like other members of the council, the only ones he would ever take orders from is Abraham, the Chairman.
Goals for Fiore: For all Dark Guilds to be eliminated, and for all Legal Guilds to step in line.

Both of them float and fly; their feet never walk for them.
Personality: The Death Goddesses, Shini and Gami are child prodigies of Magic, having learned two of the most advanced manipulations of Magic at a young age. The two youngest members to ever enter the Council, Mei-Ling and Chintsu have both a lot to learn, and a lot to improve.
In spite of their age, Mei-Ling and Chintsu both display some levels of maturity, especially during the Council meetings, but outside of their duty they have very childish attitudes, and adore above all else messing around and having fun with both their fellow Council members, and anyone that is up to the task. The two twins have their separate votes in the Council, but they usually vote in unison because of how much they are alike, and are often subject to convincing by the fellow Magic Council members during times of decision. You get the twins, you get two votes. They are often on guard when other Council members approach them with serious business, but let it up easily when the idea of playing and fun is presented. Using both their childish nature and their Magics, the twins take every moment outside of their meetings as Council members to simply be kids.
The hefty responsibility laid on both of them doesn't seem to retract from their abilities to smile and enjoy their youth. Never separated, the twins do all kinds of things from playing pranks to jokes, and merely just having fun and playing games. In terms of their wishes for Fiore, the two of them are the least understanding for politics and goals, so they oftentimes have very optimistic and idealistic perspectives with Fiore as a country, and the system of Guilds out there. They often oppose any acts of violence and conflict, and are mostly pacifists for solving any kinds of issues.
In battle, the twins stick together closer than ever, as both of their Magics can be combined to produce powerful effects. Primarily they are spell casters, and have very weak physical statuses and capabilities, but their Magic Power and potential is enormous. They stick to the back lines and bombard their opponents with torrents of Magic Power, and whenever a confrontation is made from them, the two twins focus on keeping each other safe above all else, and outsmarting their foe with Magic since they both know that physically they are inept. The two twins are quite poor at leadership, and usually leave that task up to the more experienced and older members of the Council. Should leadership be bestowed upon them, they will have very little ideas as to what to do and where to go, and would command forces very poorly in stressful situations, so much so that they each might have some kind of mental breakdown. While under good leadership, the twins will follow orders without question or hesitation, should they both find that they are logical and will accomplish much. That being said, they can easily recognize poor leadership, and will usually devise their own plans for attack and defense if they are met with it.

Personality: Aside from the twins, Taliya "The Matriarch" is the only female member of the Magic Council, and is much older than the two of them. With much more political and battle experience, Taliya earned her title of "The Matriarch" for her battles and attitude in combat, as well as being one of the most well-known females in Fiore; surprisingly not for her looks or beauty.
What might surprise someone is that Taliya's most common attitude is one of boredom and callousness. During Council meetings, outside of Council meetings, and when talking to people, Taliya is both bored and very dissatisfied with her surroundings. She constantly moans, groans, and complains about how bored she is, yet doesn't really do anything about it. She sleeps during most of her free time, or goes to complain to other Council members, particularly Jacob, that she's bored and they should do something about it. Her interest in politics are quite minimal, and for Fiore's well-being, she is quite Callous. The only thing she sees as her duty is to keep Legal Guilds in line and Dark Guilds in check.
During Council meetings, all of them bore Taliya more than anything, and she rarely argues, and rather just watches to see if some kind of fight will break out, which she knows under Abraham will never happen. Her decision is usually quite random, and she cares little of the outcomes to most of the meetings. That being said, if she sees something that has an obvious answer in her eyes or would make the Council appear to cruel or corrupt, she will go against it without hesitation.
Outside of Council meetings Taliya is very much the same, and is even more inactive. After standing around listening to the others bicker or argue, she usually retreats her chambers to sleep idly or sit down being bored and having no remedy for it; her duty as a Council members almost keeps her chained to Era, and she would want nothing more than to go out and have some fun... but she also realizes that her position there is a necessity.
In spite of how lifeless Taliya may seem, she comes to life unlike any other during the thrill of battle or combat. That is when Taliya stops all complaints of boredom or a need for something to do, and jumps straight to the front lines to blast her way through and have some fun. She adores above all else to toy with her opponents, especially worthy ones, to see their capabilities and have herself some fun. Unlike the three men of the Council, she takes her time in combat to get the most out of is possible, rather than seeing who can defeat the most the fastest, or simply blast their way to victory. She is a very experienced warrior both in command and under leadership. Though she rarely takes the responsibility of leadership, she knows how to command others and forces very effectively, especially ones where she knows the strengths of her own forces, and how to uncover the weakness of her enemy. The only one that can command someone like Taliya is Abraham, and even then she will go against his orders at time to do whatever feels the most fun, but never anything that would endanger innocent lives.
Above all else, she holds the lives of the innocent above her own, and wont hesitate to crush any threat to herself, the public, and Fiore. That won't stop her from having fun while she's doing it, though.

Personality: Musashi's title of the Magic Council as "The Zatoichi" is quite literal, for he is a blind warrior. That being said, in no way is he blind from the problems the Council must address, and the flaws within Fiore.
Mushashi is by leaps and bounds the most calm and reserved of all the Council Members, and not one of them can recall a moment in which he burst into some kind of anger or upset attitude. As the most reserved, the rest also know very little about him, and often see him going to meditate or practice with his sword above all else. During the Council meetings, he is quiet at first, but quickly becomes the most active, though not the loudest. Between the bickering rage of Matthew and the energetic counters of Jacob, Musashi often acts as the middle man between the two, though he usually sides with Jacob. Though quiet, he is also quite strict and blunt, and is never afraid to poke at someone's emotions or fears to get his point across. He is willing to go to any lengths for an argument, even low blows, all with a very calm and monotonous voice, and a stance that seems to be planted firmly on the ground.
Outside of the Council's somewhat heated meetings, Musashi is even more calm, and is not a man of many words. He often finds himself attempting to be at peace with meditation, or assure that his masterful skills with the blade never dull. He spends much of his time in solitude, and even when in company is still quiet. He shows very little interest in holding or retaining a conversation, and usually leaves that up to the other person. That being said, when Fiore is the matter, he doesn't stop until the conversation or issue is resolved. Of all the members of the Council, aside from Abraham, Musashi wishes for the best of Fiore on all fronts instead of just one, and thinks that the Guilds aren't necessarily the greatest solution to them, but a very dependable one. In spite of his reserved nature, issues regarding Fiore always take his priority above all else.
In battle, Musashi is both merciless and quiet. He speaks very little words aside from those in a foreign tongue, and are usually directed at his opponent's demise. He sees battles as duels above all else, and fights with both honor and respect, in spite of if his opponent may not be that way. He seeks the fastest way to win, and will not dally or draw on fights unlike Taliya. He prefers one-on-one duels, but does handle crowds and large groups very swiftly and easily. Both as and under a leader, Musashi is quite nonexistent. He refuses to lead, and he refuses to follow. In battle, he stands as a lone samurai warrior, and goes towards his goal with or without allies, not letting anyone stand in his way, or anyone try and order him not to. Of all of them, Musashi is the only one that would willingly and openly defy Abraham's orders or will.

He wears what seems to be half of a blue shirt on his upper body that covers up towards his chest, and a bit of his lower face. He wears armor on both of his arms, and his left hand is in possession of much more, with a spiked shoulder guard traveling upwards.
Matching the color of his upper body cloth, Musashi's trousers are quite loose. His footwear only covers up the bottom of his feet, and he wears armor to protect his legs just beneath his knee area.

- Welcome to the Developer's Notes! These are a set of explanations that go through my thought process--at least some of it--when creating these seven (technically six) characters for the Magic Council that might answer some questions, comments, or concerns.
First and foremost I would like to apologize for their personalities and appearances being quite vague. The only character I have ever Roleplayed with is my own, Deniel. Creating one more is a challenge enough, but not only that, I had to create SEVEN more of them. I haven't really gone that deep into any other characters I've ever made, so doing it was quite the challenge for me. In addition to that, I thought it might be best if I didn't lay out each and everything about them, and keep some it a mystery, which is why I left out things such as Likes, Dislikes, Fears, and Motivations. It was simply too much for me to cover, and I wanted to get this out without exactly rushing it.
Secondly, their appearance was quite tough; I have a tough time describing some of the clothes they wore, but I did my best. Regardless, there's still pictures there, and you can just look up the Face Claims. A picture is worth a thousand words; certainly more than a thousand of mine.
Lastly, there are no tattoos. Do the Council Members have tattoos? I have no idea, but I kept it out just in case.
Now aside from that, some other things I would like to address is my thought process, and why I made these characters the way they are. Construction of this Council came when a certain someone told me to just do it and see what people think (you know who you are). At the time, I based it heavily off of this thread right here, in which my character pledged to follow the Council. Myself, like everyone else, has no idea what the Council looks like, or what they act like, so I kind of just made up my own stuff. Some of the ideas carried on to my rough draft and initial ideas. The ideas of an old man, a middle aged man, and twins. And at the start of my long journey to making these guys, those are the names I dubbed them all. They were literally just:

After that, I started thinking of a title--rather than a name--and a theme for each of these characters. Based on my imagination, that's what spawned the aliases that they all go buy, such as the Middle Aged man become "The Juggernaut", because I imagined Jecht from Dissidia's version of him. He's a brawler type person who uses 0 Magic whatsoever, but has the strength to block or parry any kind of attack that comes his way, as well as beat the hell out of anyone that gets between him and victory.
Speaking of their names and titles, you might be noticing: They have no last names? Why? The simple answer is that I'm not creative enough. The names themselves were quite hard to come up with, and I do admit "Jacob" and "Matthew" are kinda' meh, but I'm not the best with names. I found their titles to be much more threatening, awesome, and just badass, so those are their "last" names, their titles, and what they are addressed by.- Spoiler:

"Harsh Male" is NOT Matthew, but is actually Musashi. Weird, I know. But Matthew is the youngest male of them all.
Once their titles had been established, I started to think of Magic. Jacob's was the easiest since I imagine Jecht's Dissidia character, which is also his FC. The Twins were also fairly easy because I thought of two prodigies of Magic wielding cool stuff: Time and space. Musashi I got the idea of a samurai in my head, and you get the picture. That being said, you might notice I give 0 details on what exactly their Magic does. I did that intentionally because I didn't want any of them to appear TOO powerful, or make it seem like they're just a bunch of OP nutjobs. I just gave a name, and that's it.
For their appearances, it was quite literally the hardest part besides the names. What do these guys look like? In fact, the Twins don't even have a Face Claim. It's just an image I stumbled across that I thought worked. Anyways, I chose Gabranth for someone like Matthew because I thought that the look and personality lined up. I never played Final Fantasy XII, but I have played Gabranth's Dissidia incarnation, and a lot of inspiration for Matthew is taken from him. The idea of this guy going on spouting out his "Hatred" for someone while dealing out "Justice" seemed kind of cool for a twist on the Magic Council. And that same process went in for Musashi as well when it comes to Yasuo, but I imagined a Yasuo who was blind, and a little more quiet. One of the biggest questions might be: Why did I chose Reinhardt for the Chairman?
First I wanted it to be an old man. That was the hard part. I had a Yamamoto kind of guy in my head, but didn't want to chose him because I thought it was a little too... expected. I went with Reinhardt without his helmet because he looks old, but strong, and displays his own set of battle scars with the one on his left eye, showing he has experience. It was a hard decision, but it's subject to change if need be.
In terms of their power, not all of them are H rank, but they're all A rank and above. Why? Well, all H ranks makes it seem like they're just OP event NPCs, but at the same time, I didn't want them to be weak either. With all of the attacks on Era going on, I didn't want a Council that could be killed just by one high ranked person, or a small invasion force. It's lame, it really is, and quite unrealistic. The Council didn't survive against Dark Guilds for so long because Dark Guilds are too weak, it should be because the Council is fairly strong. They shouldn't be underestimated, but they shouldn't be invincible either. I gave their ranks diversity to show that some of them still have a lot to learn, such as the twins in spite of being young prodigies, but that they can also hold their own. If the Council can't defend itself, they're subject to lame, out-of-nowhere attacks that just "kill" them. They may be NPCs, but they shouldn't be weak job monsters you can defeat in one post.
I also tried my damnest to give these guys flaws, and not make them Mary and Gary Sues, but not make these flaws easily exploitable. They should have weaknesses, but not ones just anyone can come and take advantage of. For instance, Matthew may be cruel and reckless, but he does have the rest of the Council backing him up. Taliya may care very little about politics, but she's a very good woman in battle and protects innocents. I also tried to give diversity, and I imagined these characters in meetings and chatting with each other outside of them. That's how I gave them the personalities. I imagined Matthew being the "We go in and kill them all" kind of person who starts the meetings off with a heated argument, and someone that would counter him, but not some goody two shoes righteous person. Rather just someone who is more experienced: Jacob. I also thought that making the twins inexperienced and idealistic kind of cool, since that's how some teenagers can be, especially in midst of adults. I think you get the picture.
The reason why I only gave their personalities what they are like in council, out of council, and in combat is because I didn't want to go TOO deep because I couldn't. I don't think I would physically be capable of making these 7 guys complete entities, but rather leave that up to whomever plays them (if they are accepted), but still give them something to work with.
Why did I put down only their goals, which is very vague, and their favorite/least favorite Guilds? Well because I thought it would be cool. I made the goals very simple and vague so that it could be compared and contrasted with their personalities, and some inferences to be made about what kind of person they are at meetings. And the same goes with their favorite and least favorite Guilds. I did NOT do it because I dislike those Guilds, or have favoritism, so please don't accuse me of that. I did it so people have something to think about. Matthew hates Fairy Tail? Well, that might make sense. They hate the Council, and he hates anyone who opposes the Council. Even sometimes his fellow Council members. Keep in mind that I know Fairy Tail is now Dark, but I still included it in there; now that it's Dark, someone like Matthew could have even more reason to hate them. It's just one example.- Spoiler:
- I made the women's weight unknown because, I hear all too often, women never give it away. I don't understand, but that's fine. A side note on women: I've never made a female character before... so please don't hold it against me if it's not really up to par, or if it seems too stereotypical or sexist. I don't find it easy.
