This is related to damage issues, but... Before anyone may or may not freak out at the title alone...
My suggestion is to allow H-rank signature spells and allow more H-rank spell slots, at least another +1 for Primary and include one for Secondary (Especially since with Mythical weapons you'd get a second H spell through that item while you can't with Secondaries. That's silly.).
As it stands the H-rank spell slot is the only spell method you have to deal any sort of damage to other H-ranks and above, yet they only deal less than 10% damage to them. Less than 20% to S's. (I say less than because those are the defaults, and just about everyone has defensive boons)
H-ranks tend to be allowed to be really big and showy but in the end their damage isn't all that. With the simplicity of Signature Spells, an H signature spell would still only be a simple basic attack comparable or less to using a weapon. (Meanwhile more complicated ones would as normal have a normal cooldown and such)
Right. A weapon. Weapons which are the only real way H's + can effectively combat eachother. Just using fists / weapons you can exceed the damage you can get out of spells making it the only viable way to combat another person on your same tier.
The point of Signature Spells are to allow magic to compete with physical might, so why is it capped at S? It leaves you with a one-shot usage of a single H-rank spell before you have to resort to using melee again. Melee melee melee. I understand the source material loves it's Slayers, and Slayers are on something of a pedestal here (<-- Says a slayer, but seriously.).
The melee focus is just way too much here. Throw in limited speeds and ranges and spellcasters/ranged users (though to some extent ranged weapon users might still make it depending on individual interpretation of ranged weapon damage compared to melee weapon damage) just can't cut it in comparison. They might be fine on their own and in typical play, but they simply don't really match up once things get serious or "crunchy".

All in all, what I'm saying is that H-rank spells aren't all amazing as made out to be and I know how it probably looks to hear ll this coming from an H herself, but it IS something of an issue and we could really use more spell backing to support H on H+ gameplay better.
This wouldn't be an issue at all however, if my other suggestion "Spell Rank Multiplication" was passed. In which case an H attacking another H with their limited H spell would result in 70% and actually be as dangerous as the rules/people make them out to be.
But unlike that suggestion, it'd be easy to tweak a number or two in the rule topics to allow more slots.
