Suggestion Idea Name: Wanted System

So, I came up with a quite (in my opinion) interesting idea which will make the Dark Guild characters seem a bit more scary and overall threatening. (ICly ofc)
Here it goes.
Since Dark Guilds does (usually) dark things like destroying cities, crimes and all that in general I find it quite odd that there's little to none recognition of a dark guild member that has done something pretty horrid, now I'm going to use myself as an example here.
Let's say John goes out on a job, the job is to take out and kill one important person. Now John does this successfully but the way he does this causes an apartment complex to burn down and kills 5 civilians as well. Now, this will cause the police force in the area to go looking for him and if John gets away they put up a Wanted sign for him based on descriptions and witnesses.
Now the reward for the one taking down John is of course going to differ, if he gets dangerous enough they might offer a reward for seeing him dead and an even bigger for someone catching him. But if the wanted poster says Alive only, then if he dies there is no reward.
Of course this can mean that a D-rank Dark Guild Mage can get hunted down by S-rank Legal guild mages but to balance it out a bit I think a limit of 2 ranks above so the person who gets hunted down has a chance to either fight back or escape. Same if the wanted person is of S-rank, a D-rank mage doesn't have a chance at all, nor does a B-rank mage really have a chance either, but should they group up they can take the convict down.
Now different crimes will of course give different punishments and different rewards.
Should John be captured after burning down an apartment complex he might get a wanted sign saying.

Crime: Destruction of Apartment Complex, Murder, Escaping Law Enforcement.
But of course this is just speculations but if something like this were to be implemented (and correctly) it could work out nicely and it would give people a reason to ICly fear or respect Dark Guild characters, of course there are plenty of ways it can be exploited but if you turn it into a Job it could work quite nicely I think, especially since it would allow character development a lot more as well.
Though one thing I'd like to touch on is just because a Dark Guild Character goes on a Dark mission, doesn't it mean that he's wanted for it, there are several types of missions and I think that a special type of Dark Jobs should be implemented and in the information for the Job it should say: This job will give you an wanted level of x (X being able to vary from 1 - 5. 1 being low risk low reward and you have to take them alive whilst 5 is high risk high reward and it's either dead or alive.)
Now, I understand that there are some people who will disagree with this because of the Dead or Alive thing, as not everyone wants to kill their character. I'm still just brain storming right now and I'm open to suggestions.
So, what do you think and give me your opinions.
