Strengths:

• Conceals Identity by hiding all Facial Features.
  

Weaknesses:

• Useless against Wizards B - Rank and above
  
• Useless without both pieces

The strange property of this cloak completely masks the users magical aura, while changing their scent and hiding their voice. This effect can not be canceled, unless the cloak or scarf is removed.
