Description: It looks like a silver .44 magnum revolver.

Strengths: It is good for short range targets.
Weaknesses: Not so good in long range targets.
Abilities:
-Bullet depends on the type of magic the user wields.(in my case, the bullets would be light & lightning)
-Can also produce default bullet but has half the damage of the enhanced one.
-C-rank defensive spells can be penetrated by this, it's useless against B-rank and above.
-It has 8 bullets, the reload time is 1 post.

Name of Technique : Kidlat Bullet
Rank: B-rank
Description: The gun shots lightning enhanced bullets. After being shooting the 8 bullets, the gun runs out of bullets and needs to be reloaded afterwards. The attack cannot penetrate S - Rank defensive spells, and two rounds to penetrate A - Rank spells. And since it shoots out all 8 bullets, it can penetrate B-D Rank defensive spells in one round..Cooldown is 3 posts.
Strengths: It damages greatly and stuns the target in mid range especially for metallic targets.
Weaknesses: Lightning will be useless if passing a conducting object near the target.(which means it'll be the same as the regular shot.)

Rank: D-rank
Description: The gun shots light enhanced bullets that blinds the opponent.It can only penetrate D - Rank defensive spells in two shots, and four for C-S Rank defensive spells.Cooldown is 2 posts.
Strengths: It damage and blinds the target within range.
Weaknesses: Can't blind target if in dark places.

Ok, in your case the bullets would be what?

Also, what do you mean with cooldown 2 tries? Two turns/posts? Would that be per shot?

I'd also like you to add how strong it is against defensive spells of a certain rank.

Also, does your character have a limited amount of ammo for the regular bullets? A reload post maybe? How much weaker are the regular bullets exactly?How many times can he shoot per post? Also the lightning/light bullets, what kind of damage to they do?

To be clear, your B - Rank Flash Bullet has a four post cooldown because of the 3 post cooldown and 1 post reload time. That technique also shoots out 8 bullets? And can you please elaborate on what "Can't sustain to it's target if passing near a metallic projectile" means?

You forgot to add how strong it is against Defensive spells of certain Ranks. For example:

• Kidlat Bullet cannot penetrate S - Rank defensive spells, and two rounds to penetrate A - Rank spells. And since it shoots out all 8 bullets, it can penetrate B-D Rank defensive spells in one round.

• Flash Bullet is a D - Rank so it can only penetrate D - Rank defensive spells in two shots, and four for C-S Rank defensive spells.

After that there will be nothing wrong with it.
