Abilities:
Disguise: When the cloak is worn it disguises the users identity and makes it impossible to distinguish their identity or remember it, it changes their mannerisms, the color of the magic to whatever they wish (but not the element) and also makes the magic unrecognizable, and changes their voice. When the cloak is pulled down it does the same, except is morphs the user into whomever they wish, and also changes to whatever clothing the user wishes. Any of these abilities can be deactivated at will.
Fear Aura: The item has an aura of fear that surrounds it, and can be activated and deactivated at will. It's area of effect is dependent on rank, at D the area is 20 feet, at C rank it is 40, at B it is 80, and at A it is 100. It causes any normal people to flee, unless they are exempted by the user, and causes a slight chill in those of equal rank, those of a rank one lower it causes some fear, and makes it hard for them to fight and do tasks. Anyone two ranks or lower become very afraid, and it makes it very hard for them to do anything besides run or hide in fear. Anyone in the area of effect can be exempted from it by the user.
RP Purposes: The cloak also has its own spirit, that of a girl, who copies the physical traits of the user that first puts on the cloak, except in this case of the opposite gender. This girl is named Chloe, and has many of the traits of Zero, yet is unique in many of her own regards, as she is competent and powerful, yet can be graceful and girly. When the cloak is put on a mannequin or similar apparatus it can use its abilities, yet the cloak has no power to fight in this state.
