I may not have done the math precisely, but it's there.

I was also informed that I MAY be able to just take the rank up without exam, just for C-Rank? Is this true? I hope so, I just want the rank up right now.

As both a mod and the Sabertooth Rank Up examiner, I approve of the exam and will allow you to jump to C-rank without an exam. You will need to do an exam from C-B rank when that comes around though.
