If those aren't special in comparison to normal practitioners of magic, then nothing is special.
Personality: Sir Edmund Reginald Famous Josiah A. VanClauschwitz Lemmingsworth III is a mouse of ettiquette and class. He was raised by a family of incredibly wealthy people, and thusly has all the appropriate table manners, means of treating the ladies, knowledge of fine wines. He's all around a class act, really. A mouse of his caliber comes around only once every Seven years, on the birthday of the God who founded Seven, imbued with sufficient magic to match humans in nature. Eddy, as he is now often called, is a gentleman back and forth, so much so, in fact that he could be called something of a Monopoly Mouse.
His preferred morning drink is tea, and his preferred beer is Stout. He is also a fan of Seven Whisky, and often has a glass before any day of drinking. Due to odd drinking laws only applying to humans, and Eddy sounding twenty when he talks, people often don't bug him too much about drinking at the age of 7. His favorite meal is actually completely odd, Seven Stew, which has absolutely nothing to do with cheese at all, and contains primarily mutton and potatoes, as well as some onions. One would imagine its quite good, though Seven appears to be the only place that actually serves it correctly, as it is very common for Eddy to complain about the Fiore version of it.
Also, Eddy has an impeccably Sevenese accent, tenor, but at the same time gruff. He is not unlikely to use words in strange places, such as instead of saying 'cool' or 'neat' or 'good' he'll say something odd, like 'tidy'. If he wants to emphasize that something is amazing or something great of the sort, instead of 'that was amazing' he'll say something along the lines of 'that was right tidy there lad'. Tidy is a favored word of his really. He's also got terms like "in'it" instead of 'is it not' and usually drops an "-'n" in stead of a 'than' as in 'better'n that!' He also likes to refer to men as 'lad' or 'mun' and women as 'lass' or 'girl'. His insults rarely sting like real ones, using some corny name-calling from the early 1940s, 'Crybaby Bunting' 'Poor Loser Perry'. Stuff like that.
Eddy is a proficient combatant, when it comes down to it, using the magical powers he was born with in tandem with his small size to make him something of an unhittable target, while laying a 'proper tidy flooring' on the foe. He's not necessarily durable or anything, but he's also got willpower in him, which is that stuff in shonen that makes them get up at least once or twice, and is alway ready to make a comeback. Eddy can fight at his fullest capacity even with injuries, though he's pretty easy to knock out if the fight doesn't quite matter. In a position of leadership, he's hard to take seriously, because honestly... he's a freaking adorable yellow mouse in a steampunk outfit shouting orders in a Sevenese accent you can hardly understand.

+Seven Culture: He's always happy to see people celebrating in Seven Style, and takes kindly to any attempts to make him feel at home with Seven culture, even if it's pretty incorrect.
