    The halls of Era; they were made of marble, and seemed to ride the middle ground between dull and shimmering. The marble and alabaster stone halls; hung with brilliant torches seemed to stretch in all directions.

    Starcases, a maze.

    Hallways; draped in Blue, Sky Blue, and Red. With golden and sky blue flags hanging across large windows cut out in the stone castle; some were draped down over the blast of sunlight from outside; some let the beams pour into the castle floors.

    Rune Knights were posted at each archway; and entryway; standing stoic in their baby blue, white, and gold uniforms.

    The camera would move through the castle; moving past a large antechamber meeting area where nobleman and politicians gathered; with an extremely high ceiling; over the lot of them. The camera would meet a grand master staircase that split at a balcony into a twin set of stairs that went left and right; wrapping upwards, upwards, and higher still. Until it went upwards into a single glass tower.

    The glass tower; continued to rise, and one could see the rest of the castle through it's glass needle staircase. At the top of the tower; solid crystal doors.

    These large solid crystal doors glittered like diamonds, and if one would step through; they would see a VERY large Magic Circle; that acted as a floor; and a very large crystal ball in the center of the room that appeared to constantly be glowing; showing different locations in Fiore.

    The large Magic Circle floor was see through; and appeared to alternate colors every now and then as it spun. Two Rune Knights were posted in the corners of the room; as one other lone figure was there; upon the only seat in the room.

    A large throne, of black; engraved with old Magic Council Chairmans names upon it. There sat Lucien, Count Lucien Sparrow.

    Count Sparrow leaned lazily on one knee, leg crossed gentleman style on the throne carelessly. His hat Shadowed his face creepily, as he leaned silent; like a stoic stone on the throne; only his lips visible in the light of the Magic Circle floor spinning.

    The Crystal Ball was currently showing the Battle of Magnolia. It flashed to different battles; different explosions, faces; and the like. Showing Count Sparrow everything he needed to see. He smirked; no doubt the Legal Wizards would want the location of Savage Skull's Guild Hall; he'd likely not give it to them. He had...associates (spies); that worked for the Dark Guild; and they were very, very useful to him. Although plenty of them probably scattered and hid after Savage Skull had suffered such losses in the battle.

    "Such a pity." Count Sparrow's voice was deep; yet light and charming. He tilted his hat upwards as he noticed Blue Pegasus' ship pouring through the clouds on the Crystal Ball. "Interesting, so you've shown up too, Shuhei Kisaragi?" he smiled a little; interesting. The Magic Council had done nothing to help Shuhei's, Guild after they were annihilated by Savage Skull. Count Sparrow had his reasons for this as well; and it was the same reason he would not instigate a conflict by handing over the location of Savage Skull to Fairy Tail OR Blue Pegasus; even after this battle was over. He would not help spiral Fiore into Chaos. He would lift a finger to help either one Guild attack, nor another. His concern was the citizens of Fiore being affected by the actions of Wizards.

    'He had bigger fish to fry.'

    Both Zentopia, and Veronica; the neighboring Nations to the North and Northwest of Fiore. Were getting on his very last nerves. However; he had confidence that they wouldn't make any moves just yet. Councilwoman Frost had been investigating Veronica recently....he feared both the lack of details and effeciency to come from her reports. Harland; Count Sparrow loved. He hoped to be half as shrewd as Harland when he was his age. Even now, Harland had hundreds of cannons drawn on Magnolia with a gigantic Fortress in the hills, the Council's banners flying high from it.

    A symbol that if the situation got out of hand, the Council was still in control. Sparrow tilted his hat up fully; and leaned forward in the chair; showing his full facial features. Sharp; extremely handsome; yet unaware and humble of these things. Too deep in plotting or too amused to care at most times.

    Slaine, he'd been missing for months. He hadn't been to a single meeting in...who knew how long. Lucien wondered where he was; what he was doing. He was the only member of the old Council still remaining. His abscence both disturbed and amused the Chairman. Whatever plot he had would be uncovered eventually anyhow.

    And then there was Kairi; Lucien felt he was an equal in many ways. Witty, intelligent; aware of his surroundings. However there were some things about him that the Chairman simply hated. If there was ever some legendary creature; or legendary artifact. Kairi Yushima was usually on top of it; either with a battaltion of Rune Knights; or out parlaying with the Legal Wizards, or whoever he needed to to get to it first. The Chairman wondered what his obsessions over Ancient Creatures and Artifacts meant; and why he went chasing them around like some everyday average Wizard. It made the Council look bad for Kairi to have his feet on the ground like a common street Wizard, questing for Artifacts and Lost Magics was for the Wizards they were elected to govern. He shook his head in thought of this.

    "Well...it appears Magnolia may pull through this after all."

    Count Sparrow put a hand on his chin in thought as he watched the tide of battle begin to turn the way of Fairy Tail and Blue Pegasus with the arrival of their Airship. He doubted Harland would fire now; and there were thousands upon thousands of survivors in Magnolia's East Forest.

    "Well then...this calls for some Political Power Playing, I'd say." his voice reverberated around the room; the gigantic Magic Circle Floor still spinning. "Bring me Lady Shard; at ONCE." he commanded the the Two Rune Knights in the room; barking at them as his voice bounced off of the walls. They vacated the room with through the crystal doors; leaving Sparrow alone; his eyes still watching the Battle of Magnolia on the crystall ball floating in the center of the room.

    He would make sure, the Magic Councila and the Rune Knights turned out in the thousands, maybe tens of thousands; to help the citizens of Magnolia. They would be there to make the cleanup as grand as this battle itself. Lucien smirked at his own genius just a bit.

    Sparrow was not the only one keeping an eye on the situation in Magnolia, though she didn't have anything nearly as big or as impressive as what the Council's leader had. No, she merely had some communications lacrima and a few surveillance lacrima. Plus there was the lacrima already there from news companies and the like. It gave her enough of a view to have put her into a trance-like state out of sheer anger. It has just proven her point about guilds. All these caused was destruction and chaos. It seemed, from what she'd seen, that the famous Heero, the lightning dragon slayer of Fairy Tail, had caused more damage than the dark guild members who attacked it. Fairy Tail were nothing but criminals in her eyes. It annoyed her that the magic council had never stepped in and arrested the lot of them.

    "Lady Shard your presence is requested in the Glass Tower by Count Sparrow." said the voice of a rune knight. These words snapped her out of her reverie and she turned to look at the man who had spoken before nodding and heading off to see the Count.

    It took several minutes to get there. The glass tower was quite far from her own quarters and the climb up to the main council room quite arduous. However, she made it eventually and as soon as she entered she went down on one knee bowing to the council's leader.

    "You summoned my Count Sparrow" she stated calmly waiting to here the reasoning for her summoning. She was the personal bodyguard of Skylar Frost so only really dealt with other magic council member's on her orders or if the situation demanded. However, an order from Count Sparrow outweighed any order from Lady Frost. So even if Skylar had given her an order she would of come anyway because she always obeyed orders and laws. Those who did not were servants of chaos, something she would never be.

    Lucien waited patiently; the giant Magic Circle Floor spinning and changing colors slowly; the gigantic crystal ball in the center of the room now began to show Lichborne and Heero facing off; something else curious happened though.

    The crystal ball switched to none other than, one of the most wanted people in all of Fiore. It was Alleria. She was a former Councilwoman; and she'd been on the 1st Council with Slaine. She had something in her hands as she left the Cathedral of Magnolia. But Sparrow couldn't make out what it was...yet. It looked like some kind of weapon; or staff, or something along that size.

    "Hmmmmmm....." he thought to himself aloud just as the crystall doors opened to the Council Chambers. There she was, Lady Shard. As beautiful as she was uncaring.

    "Lady Shard....I thought for a moment you'd be to busy cleaning up Councilwoman Frosts' messes to follow orders, I'm impressed." Count Sparrow's voice was deep, and somewhat haunting; yet playful.

    After a long pause; Count Sparrow spoke again, giving her time to watch the battle unfold on the large crystall ball in the center of the room as well.

    "As I'm sure you've noticed, one of Fiore's most famous towns has been wrecked, thanks in large part to Fairy Tail and Savage Skull.....but mostly Fairy Tail." Count Sparrow sighed and leaned on his elbow and hand again, tilting up his hat with his other hand. "Magnolia Town is home to more festivals per year, tsk...even per month, than any of the other towns in Fiore combined....as much as I'd love to see Harland fire with his fortress; we cannot allow it to be harmed much more than it is now."


    For awhile, he remained silent again, the gigantic Magic Circle Floor casting different color glows on Lady Shard's face, and his own appearance periodically.

    "Once this battle is over, you'll be acting on direct orders from the Magic Council." Count Sparrow stood to his feet on the throne and stepped down the five steps onto the Magic Circle Floor, looking up into the crystal ball as he neared it. "You will lead an escort of 2,000 Rune Knights, yes two thousand, into Magnolia. You will take fifty wagons filled with bricks, pavement, cement, wood, tents, and food."

    Count Sparrow grabbed his hat and tilted it down a bit.

    "The Magic Council will make sure that Magnolia Town has eveyrthing it needs during this reconstruction. You will oversee the rebuilding of Magnolia, is this clear?" Count Sparrow looked very serious now, as when he tilted his face back up; his expression seemed stone cold. "The people of Magnolia, and Fiore...will see Fairy Tail for what it truly is; and see the Magic Council as it always has been. The one true hope for all of Fiore."

    With a few moments of silence, he looked up into the crystal ball again. Shuhei had joined the battle alongside Heero; and then again, he saw another familiar face. Minato. Why was he there? Another ex-council member. Lucien watched the crystal ball as it settled on the blonde wizard in his usual white coat. He'd destroyed Fairy Tail once in the past; and by and by had been branded as a Dark Wizard by most in Fiore.

    Lucien himself wanted to see Minato suffer, because he never took anything seriously; not his duties, nor his responsibilities. Although he was more of a flirt than Heero; Lucien knew that he could cause just as much trouble, although he wasn't quite as reckless. He however, did have a penchant for violence that the Dragon Slayer did not share. If anything, Lucien knew that Heero just wanted to eat, sleep, and test his limits; not actually enjoy the pain and suffering as he knew Minato did.

    'Interesting....' with that thought, he took his eyes off the crystal ball and onto Lady Shard once more.

    "Anything you'd like to say, my gorgeous Lady Shard? Perhaps you could give me some tips on romance? I've grown quite fond of both Councilwoman Frost and another, Alye Reyold. Any advice? Perhaps I should just arrest Miss Reyold's brother, that would get her attention. As for Skylar? Well perhaps I should sentence her too a mountain of paperwork; that no doubt would get her attention."

    Count Sparrow walked back up the steps of his throne, laughing at himself as he turned around and sat down, crossing his legs gentleman style and leaning to the side; pressing one finger under his hat to tilt it up again; making eye contact with Lady Shard.

    "Hmmmmmm?"

    Lucien Sparrow, a man who shared her views of Fairy Tail and possibly other guilds, had a mission for her. A mission of great importance. Not only in increasing the good view on the magic council, but increasing the bad reputation of Fairy Tail. She stayed down on one knee with a hand resting on the floor in a salute of kind. Unless ordered otherwise she would remain like this. She was very conscientious with things like this. "I have been watching the battle myself Count Sparrow, but the view was not nearly as clear as this. Fairy Tail have done much to make me...dislike their methods, but this has gone too far." she said with a slight tone of anger to her voice at those last words. "I will obey Count Sparrow. Do you have any orders regarding Fairy Tail?" She was hoping there would be orders to arrest any members on site, but she doubted she would receive them. Tension was great between Fairy Tail and the council at the moment and that might push it to rebellion, but if the order was given she would truly relish it.

    His next words were more of his flirty nature. A nature he apparently shared with Heero and Minato. Now Minato was an interesting one. He'd done major damage to Fairy Tail so was branded as evil, but...she wasn't sure. His role in this battle was not yet obvious. Shard went quiet for a moment at his words considering an answer that might please him. She opted to be as truthful as possible and attempt to use hints she had picked up through reading.

    "Romance is not something I have much knowledge of. If it was merely sexual relations you wanted then someone like Lady Frost might be a better source of information. A suggestion though is not to flirt with everyone and pay attention to the woman, be interested in what they have to say. Or so I have been told." she said hoping he would not take her comment on flirting as an insult. It was not meant as such. She didn't mind his flirting. It made her heart flutter a little bit to be thought of as gorgeous, but it was not this council member she wanted to hear such words from. No, those words she wanted from another. "Lady Frost would hate you for piling on paperwork. If you wanted affection from her removing it would be a better way. Dating her would likely cost a lot of money. She has expensive tastes." Again she went silent briefly. It was perhaps not wise to speak that way of her main employer, but it was the truth and she was sworn to tell the truth and obey orders from the magic council. "As for Miss Reyolds I know very little of her, but her brother deserves to be arrested regardless of whether it would get her attention or not. His stunt with the lightning likely caused more death than that woman fighting the two dragon slayers and she demolished half the town."
