    The majority of Fiore had been in a tizzy over the news of Fiore's borders being reopened once again, after quite a while. Everyone and their grandma had been elbowing their way through the crowds to get their passports issued. It had been chaotic for the first few weeks as the citizens rushed to secure passports for themselves and family members, apparently in a sudden hurry to travel wherever.

    Valerie personally hadn't been too interested in getting herself tramped by the throngs of exuberant people just to get herself a flimsy piece of paper she had been doing just fine without. It wasn't as if she traveled to most places via the legal means, anyway.

    There was a certain thrill and challenge in going to places where she wasn't supposed to tread, after all.

    Truth be told though, she had been considering getting one for herself. Even if she hadn't changed her mind about the necessity of it. She'd stolen quite a few of them from other people just to see what the big deal about it was. Aside from them getting upset when they realized and searching frantically for it, there didn't seem to be anything special. It was just a piece of magical paper. Still, as the young ReQuip mage had nothing to do for the entire afternoon, it didn't seem like the worst idea to go get herself a Council issued passport. Perhaps something interesting would happen while she was there; something that would strike her muse, even. Those who wanted to get one for themselves had to go to the Rose Garden during daylight hours and wait their turn, she'd heard.

    Dressed normally for once - in a cute yet nondescript dress and leggings - the lilac haired girl began to make her way over towards the booth. She walked at a casual pace, enjoying the pleasant weather and in no particular hurry to get there.

    After all, it had been more than a few weeks since the passports had been made available. The crowds would have thinned considerably by now.

    Wrong. She had been so very wrong.

    Valerie stared in disbelief at the hordes of people that were lined up at the booth. She wondered how this was even possible, for so many people to still have been lining up to get their passports. Perhaps the people in charge of it worked very slowly... Or perhaps there were simply too many people and the population needed culling. Either way, she decided then and there that she wasn't going to wait in that absurdly long line that trailed endlessly.

    Well, you could turn around and give up.

    Frowning at her inner voice for suggestion something ridiculous, Valerie curled her slender fingers into fists at her sides. True, she could just give up and leave. It wasn't as if she really needed to do this, after all.

    That wasn't her way, though.

    Valerie wasn't one to just give up and walk away. She was far too stubborn to do so. She was going to do this and get herself a passport even if it meant taking all of her obstacles out of the picture. The obstacles in this case being all the people in line. Killing all of them seemed a bit drastic and the booth was likely to just shut down to investigate the matter. It would hinder her purpose rather than help, so that was a no go. She pondered things over for a moment or two, narrowing her lilac eyes in the general direction of her targets.

    That would work.

    The ReQuip mage congratulated herself for thinking of it and got to work, moving behind a tall hedge and out of sight from prying eyes. Before one could blink, a very large and odd looking cannon was in her hands and she'd fired a silent shot into the air.

    For a few seconds, nothing seemed to have happened.

    And then the screaming started.

    What her shot had done was to rain a swarm of small insects ranging from cockroaches and centipedes and even to small mice over a set radius. It was something she had gotten around Halloween for trick or treating and then modified a bit herself. Of course, the critters weren't real and would disappear in a couple of moments. But those in a state of panic were unlikely to notice this little fact.

    Amidst the chaos, Valerie was able to casually maneuver her way through the crowd and get herself to the head of the now nonexistent line. The person issuing the passports looked very confused as to what was going on, but was obviously unable to leave as it was his job to sit there and continue through the process of issuing passports to the public. After a few questions about her guild affiliation - which she'd lied and told him was Blue Pegasus - she got herself a passport and was on her way.
