The Annual Guildmaster's Meeting will be held in the Guildmaster's Meeting Hall in Clover Town on February 14th.
Rules

1. No interrupting when the Guildmaster's are addressing one another.
2. If a Guildmaster addresses you, you will address him/her in return.
3. Respect (tolerate) wizards from other Guilds, even if you dislike them.
4. If you are a Guildless wizard, you may attend. If personally invited by a Legal Guildmember, you may attend as their guest. Or the guest of a Guild if a Guildmaster personally invites you. Independent Guilds may not attend since they are not recognized as official by the Magic Council. Independant Guildmembers may attend if invited personally by a Legal Guildmember or Guildmaster. PERSONAL invitation ONLY, for Guildless and Independant Members, this goes for regular members and Guildmasters of Independant Guilds.
5. If you are a Dark wizard you may NOT attend unless you can cover up your Guild crest, must not be a 'Coming Storm', 'Guildmaster' or 'Harbinger' or you will be recognized and apprehended by Light wizards.
6. There are over 100 Guildmaster's present, the 5 Guildmaster's of the largest Guilds in Fiore: Infinity Hydra, Lamia Scale, Sabertooth, Blue Pegasus, and Fairy Tail--are up on an ornate raised stage with thrones and a desk--with their names emblazoned across plaques behind them on the walls of the Hall.
7. In front of this raised stage; there are over 1,000 seats, 100s of tables and waiters, catering and serving the needs of the 1000+ wizards in attendance of the Annual Meeting. The Guildmaster's Meeting Hall has large windows, allowing the sunlight to pour in from outside; and large colorful banners hanging from the wall with a Guild Crest from the different Guilds. Up on the stage the banners of the 5 Largest Guilds sit behind the Guildmaster's seats.
8. There are Chefs and Waiters everywhere walking every which way between wizards, some seated some standing.
9. The Guildmaster's Hall has two floors and wizards can be seen up on the second floor looking down on the meeting and the Guildmaster's stage as well.
'The sun shines off of the beautiful trees of Clover Town, sitting in the middle of Clover Lake on a gigantic island; the town is completely a bustle. Regular humans in waves and waves held back by Rune Knights surround the Guildmaster's Meeting Hall.'
'Perhaps their favorite wizard is in there, or perhaps they're just interested to finally lay eyes on some of the more famous spellcasters in Fiore.'
'As you make your way through the thick crowd; the sounds of people talking all around you, a Rune Knight stops you. After showing him you are in fact a Guild Wizard; he let's you through to a brick building that looks like a mix between a castle, a mansion, and a church. This brick Grand Hall with gigantic windows is none other than the Guildmaster's Meeting Hall.'
'As you approach the front doors, you can hear what sounds like a huge reception, or wedding. You push the doors open and see a raised stage, with the colored banners of Fairy Tail, Blue Pegasus, Sabertooth, Lamia Scale, and Infinity Hydra hanging behind it. You can't tell whether or not the Guildmaster's are there yet. Because there are people everywhere. The hall is also surrounded by the banners and flags of hundreds of other Guilds from Fiore in attendance, but the major five really jump out at you from the stage, now that you see it; the five thrones of the Legal Guildmasters are empty, meaning they haven't arrived just yet.'
'Some wizards brooded up on the second floors, others were laughing loudly mingling with wizards they'd never met before. It was a lot to absorb; but you feel like you're surrounded by your own kind rather than regular humans as the feeling of magic power practically buzzes in the air.'

- (Issues that may be covered by the Guildmaster's during the meeting):
- A moment of Silence will be held for the recently disbanded Eclipse Soul, for all of their contributions to Fiore and the world of Magic.
- Fiore's standing with other nations. Any information you have that can be helpful will be a bonus to the Light wizard community. If it is important enough, it will be brought before the Magic Council.
- Basilisk Fang, how dangerous are they? Several assassinations, dozens of towns have been poisoned and since healed; but the fact remains that they are terrorizing people in all corners of Fiore. Any information anyone has on them would be useful.
- Lamia Scale, who will show up to sit on the stage in Lamia's Throne? What has happened to them this past year? Zuo Cii missing? New Master?
- Tartarus and Savage Skull; vanished or plotting their next move?
- Black Rose, and Silvermoon Island. To be trusted? Or suspected?
- Laughing Coffin. Who are they? What are their goals? They seem to take jobs from Priests and Murderers alike. Do they have any morals whatsoever? Any information on them will be useful.
- Acnologia and the possibility of other Elder Dragons returning. Acnologia's whereabouts. He has not been seen in 4 years since he was revived by Tartarus and leveled Era.
- Figuring out who has stepped into leadership roles in the Dark wizard community with recent back to back defeats of many prominent Dark wizards, and the defeat of the Dark Guild, Priory of the Wyrm.
- What has happened to the Magic Council? Since Acnologia was revived, and 3 Council members were killed in the Battle of Era 4 years ago, another Council has not been publicly elected, and the Council has kept their doors closed to the public. What are they up too? Is there a new Chairman?
- Has the King of Fiore lost control of the Magic Council? The Council was created several millenia ago by the first King of Fiore. The Council reports directly to the King, and is responsible for any Magical dealings within the Kings nation. But with the Council remaining silent, does the King even know what's going on with them?
- Personal conflicts between the Guilds, calling out Members of other Guilds. Resolutions.
