Magic is flowing and changing in the FT universe. You don't sit down and study in books all day to learn how to shoot a fireball like learning 2+2=<><
In general there is a rule, unspoken or otherwise, that you cannot use spells in-topic if the spell was not made and approved before you joined the topic.
I would very much like to see at least an official statement allowing the usage of approved spells in IC topics you are already participating in if other players permit it, particularly if it is a PvP topic. This can mean spontaneous evolution of magic, can mean a trick of a sleeve yet to be revealed IC, or hard dedication mid-combat to produce a desperately needed spell.
There is no reason not to allow it if nobody has issue with it within the topic. This will allow a more... easy going atmosphere, and people making spells with more relevance to IC events and not feeling rushed to make all their spells at once. It might slow things down a little, but to be honest I don't see it slowing things down that much if approving staff members are on top of things. (Sometimes apps can wait days or weeks to get approved).
Since these would be single or a few spells at a time, they should go by really quickly and be a simple process to both make and approve, taking up little of anyones time. Apps in general would be easier because instead of a torrent of spell apps that may overwhelm, only what is needed or immediately considered gets put up for approval.
