Description: The Silver Tongue is one of Shuhei's many gifts that magically enhances and/or alters his speech to produce various effects. Primarily, this magic grants him the power of suggestion and dominion over lesser minds.  Through speech, Shuhei can manipulate the thoughts of other beings and bend them to his will, manipulating them in to doing or saying things they normally would not.  However t the effectiveness of this manipulation is limited by the mental strength, wit and magical presence of those it is used upon.  Most of the time, Shuhei masks his influence with idle conversation, so that most people never even realize that they're being manipulated and are under his influence, and decisions they think they're making themselves are in reality, commands Shuhei had given them.  When greater amounts of magic are poured in to his vocals however, he can make his voice extremely loud and or demanding to amplify the effectiveness of the magic to the point where he can simply utter a command which will force the weak minded to obey.
Note: This is primarily a plot based magic and will not be used on PCs without first being given permission.  The effectiveness on NPCs is comparable to the effectiveness of Shuhei's Aura Burst, which limits its usefulness in high level jobs.
Strengths:

• This magic grants the user dominion over lesser minds including the minds of monsters and beasts, to the point where he can manipulate them in to doing his bidding. This ability is limited however limited by a beasts natural instincts, which prevents him from using beasts in combat.
  
• This magic is very easily concealed, capable of being used in idle conversation. This allows Shuhei to manipulate the flow and mood of a debate to his benefit.
  
• The effects of this magic can sometimes be permanent, depending on how weak willed the target is. Permanent effects often leave the target with a damaged mind, and incapable of combat.
  

Weaknesses:

• The effectiveness of this magic varies on the mental strength and wit of others.
  
• It becomes easier to resist this magic once you know you're under its influence.  
  
• Shuhei must be able to speak and be heard in order for this magic to function.  If someone is able to disable their sense of hearing (Ear muffs?), or hinder Shuhei's ability to speak, this magic becomes completely incapacitated.
  
• Those targetted must maintain some degree of focus on Shuhei's words, meaning very loud noises or distractions can dampen the effectiveness of this magic, or render it completely ineffective.
  
• Despite the potential this magic has, Shuhei's own morality restricts him from using this magic in a manner that would seem unethical.  He will never command someone to commit a heinous crime, or use it to bed unwitty women.
  

Abilities/Powers:

• Mythic Speak:  This magically influenced speech allows Shuhei to converse with all manner of mythical beings as well as some animals.  This also means Shuhei can influence them as well.  
  
• Greater Presence: Shuhei's presence is amplified while speaking, making people feel compelled to listen to him and also compelled to obey him.  Without the use of any spell, Shuhei can manipulate any low level NPC in to doing or saying something they normally wouldn't.
  
• Guild Whisper: Using the Blue Pegasus Guild Crest as a link, Shuhei can use the "Whisper" spell to speak to any guild member anywhere at any time and relay messages as needed without duration or cooldown.
  

Name: The King's Speech
Rank: D
Type: Utility
Description: Shuhei channels magic in to his vocal chords which amplifies the sound of his voice, extending the range of his speech by 500%, enough so that an entire arena can hear him speak.  This spell makes it so Shuhei does not have to yell, and can be heard over vast area's while speaking normally.
Strengths:

• This spell increases the range of most of the other Silver Tongue spells and abilities.
  
• Due to the loudness of Shuhei's voice, it often causes people to focus on him, which increases the effectiveness of his persuasions.  
  
• Maximum 5 post duration.
  

Weaknesses:

• This is primarily only a noise amplifyer. Shuhei cannot manipulate large crowds with as much effectiveness as he would normally be capable of in a one on one conversation and to manipulate crowds may require additional spells.
  
• 5 post cool down.
  

Name: Whisper
Rank: C
Type: Utility
Description: So long as the target(s) are within Shuhei's sight, Shuhei is capable of creating a link between his vocals, and the target's mind directly.  This allows Shuhei to utter words of influence, that only the target may hear and manipulate someone's thoughts from afar or converse with an ally at a distance.  
Strengths:

• Allows for long distance communication, provided a link has been made or can be created.
  
• Makes it so Shuhei does not need to be in the same area to manipulate someone.
  
• Those with whom Shuhei has created a Link can be telepathically traced.
  

Weaknesses:
[*]Can only be used on one target at a time.
[*]Can only be used once per post.
[*]Mages with a strong will can resist Shuhei's commands, but cannot rid themselves of his voice without telepathic assistance.

Name: Believe
Rank: B
Type: Utility
Description: Believe is a very powerful spell that forces an irrational belief in to the mind of the target(s).  Ranging from "You're going to die if you open this." to "Your wife is a man." Shuhei can warp someones mind in to believing the unthinkable, which can come in quite handy in the right situation.
Strengths:

Weaknesses:

• Can only be used on one target at a time.
  
• The effects of the belief are often unpredictable. People react in different ways (Sometimes comically) to different beliefs and this spell can sometimes backfire if Shuhei does not know someone well enough to acquire the desired response.
  
• 4 post cool down.

Name: Dominate
Rank: A
Type: Subjugation
Description: Using the full extent of his power on a single target, Shuhei completely dominates the will of a lesser being, taking full control over a single NPC.  To do this, Shuhei must take a very stern and demanding tone which bears a sort of magically enhanced form of intimidation.  If the Target is A-Rank or beyond, measures must be taken to weaken the beings willpower.  Once dominated, Shuhei is capable of commanding the target in to doing or saying anything he so desires.  This is however restricted to non-combative things, as the targets mind will be too broken to be capable of fighting anything beyond a D-rank opponent.  However, the strengths and abilities are still at Shuhei's disposal for simple tasks. 
Strengths:

• Dominating the mind of a lesser being allows Shuhei to be less cunning in his speech in order to acquire information or control the actions of the target.
  
• It's a time saver... If Shuhei needs information quickly, he can Dominate and interrogate.
  
• Dominating a powerful beast can provide a strong ally in a pinch.  
  

Weaknesses:

• Shuhei's morality often prevents him from using this spell in situations where it could be helpful, as dominated minds are often damaged to some degree and it requires quite a lot of time to recover from such an invasion of the mind.
  
• 5 post Cool Down.
  

Name: The Word of Law
Rank: S
Type: Utility
Description: By far one of the most powerful manipulative spells known to the magical realm and an ability befitting mage endowed with the title of God of Ishval.  The Word of Law is an absolute command that travels far across a landscape, and only those with incredible will and magical power are capable of resisting the command.  With but a single word, the White Wizard can bring entire army to its knees.  
Strengths:

• The range and effectiveness of this spell are on the same level as Shuhei's Aura Burst.
  
• There is no limit to the number of NPCs that can be affected by this spell.
  

Weaknesses:

• This spell can only be used once per thread.
  
• It is optional for PC's to be affected by this spell.  Acknowledgement of the spell is not however.
  
• Unfortunately due to the immense amount of power that must be poured in to the spell, Shuhei is limited in the number of syllables he's capable of infusing with The Word of Law's power, usually limiting him to a single word for the command, thus only very simple commands can be spoken.

Ok i've spoken to the other admins in regards to these sort of things.

What we have decided is that:

Tertiary magics = No Attacks, No defence spells, no buffs, no debuffs.

Potential examples include Simple visual transformations, disguises, Informational things like Archive, or communications.

Whilst it can be used in combat it can only be used for utility. So your D and C are viable (though need to follow the usual strengh and weakness guideline.
