    Bureaucracy in Action Empty Bureaucracy in Action

    Job Description:
    A hefty sign stood atop the drab government building and read, “FIORE INTERNATIONAL CENTER.” People brushed through the door, entering with a smile and leaving with a frown (occasionally in a body bag from having a heart attack in the middle of the line).

    Enola gleamed at the building, excited by the chance to obtain a passport. She’d never left Fiore, or even the south-eastern coast for the matter; save for a few visits to Magnolia Town.

    Her voice chuckled in a rather enthusiastic tone, “Isn’t this fun, Mr. Kirisagi? We’ll get to see part of how our government works!”

    A red faced man left through the glass door as they approached, apparently flustered with waiting. He even uttered a few swear words as he walked down the street, though Enola seemed not to notice.

    Shohei groaned. He wasn't honestly planning on going on a job today. Especially if that job was to wait in a huge line all day. He wasn't even sure if they got paid for it. But all he knew is that at the end, it was possible that he could get a passport. But these things were just some of the unexpected things that had happened today. He got stuck on this mission with Enola. A woman he me not too long ago along with Taraki, and Suiren. Some things happened and they all ended up staying at his place. And it's annoying to here a lot of noise nowadays. But it didn't bother him too much. He could say he wasn't use to it.

    Shohei whisked his sharp eyes over at Enola and glared as he clicked his tone with nothing but sass. "Oh yes. That's really interesting. Learning about systems of the iditos, by the idiots, and for the idiots." He sighed.

    “Don’t be that way – the government is our friend after all,” Enola kindly retorted, remembering a piece of creepy propaganda she’d read some time ago that literally read, “The Government is your friend.” Still, Enola was a bit taken aback by Shohei’s pessimism: she could not understand why he seemed upset. Attempting to cheer him up, she gently pointed out, “And look at it this way – we’ll be able to travel to exotic countries after this.”

    Enola entered through the glass door into a large, dreary room filled with several large lines of people. Each person in the lines looked miserable, almost as if they were dying. A blanket of heat could be felt with the windows all closed and no ventilation apparent, which helped explain the smell of sweat filling the room. To top it off, everyone looked agitated. One woman looked as if she were about to murder the fellow in front of her simply for his spot in line.

    “Oh dear, they’re certainly busy today…” Her shoes clicked against the tile floor as started for the end of one line.

    Shohei scowled as he entered the room next to Enola. He instantly whisked his hand up to cover his nose. "I didn't realize so many people are wanting to ditch Fiore already." Shohei smirked crookedly (which made it look sinister and somewhat disturbing), still protecting his nose from the sweaty scent in the air. But Shohei didn't realize how big the lines were until he had actually and quickly counted. No line had less than twenty people! There was no way he was going to stand around in this odor all day just to get a passport.

    "To hell with this! If we're going to do anything, we're going to ditch! No way am I going back to my home with a smelly maid next to me. Come on!" He exclaimed willfully. He wasn't exactly bothered by Enola, more like he didn't want her to stink? Really for selfish reasons.

    Enola thought back to the times she’d handled unruly children and, decidedly, brushed past Shohei to block the door as he was preparing to leave.

    She bowed her head and, with a smile still to plastered on her face, bribed the young man as sone would bribe a child, “Please, Mr. Kirisagi… if you’re patient, I’ll prepare some nice sweet tarts when we get back to the mansion.” Enola had been meaning to try out a new tart recipe involving strawberries anyway. Zan, after all, had procured her a large batch of strawberries (along with candles and rose petals for some reason) just the other day.

    “If it would please you, sir, I could even clear the lines for us.”

    Shohei whipped his black hair out of his face and sighed, closing his eyes while mustering up the strength to speak. "I don't like sweets." That was a lie. Shohei loved sweets. If anything. He had a sweet tooth. It was obvious and practically anyone could notice if they observed him enough. Shohei would actually like some sweet tarts right about now, but his pride and stubbornness said otherwise. He placed his hands into his pockets and looked ahead, glimpsing at Enola. "It would please me, indeed. At least clearing the line would." He shrugged. But he doubted that she could actually do it. There were so many people after all.

    Enola frowned, caught off guard that Shohei would resister her offer of sweets. Regardless, she perked up when he accepedt her other offer of clearing out the lines.

    A common problem prevalent in Enola was her bluntness; in fact, her bluntness has sometimes overpowered her kindness (out of ignorance of course). This time was one of those times. She stepped past Shohei and faced the mass of lines. Her face stared upon them all with a smile as she raised out her right arm. Said arm quickly disintegrated into dust and formed out into a whirling dust cloud. The cloud knocked everything around it – chairs, vases, etc. The people in the lines, fairly confused, dashed either for cover or the door. When it was finished, the lines were completely gone and Enola’s arm restored. Just as well, the room was completely covered in dust.

    Enola pointed toward one of the desks (with the government official cowering behind the dust-covered desk) and exclaimed, “Look, Mr. Kirisagi, we’re next!” She gleamed as if she’d done nothing wrong.

    It'd be worth mentioning that Enola had forgotten the possibility of covering her companion with dust.

    Shohei smirked and shrugged. "Oh, well, at least it doesn't smell like sweat anymore. More like... well, you know." He cackled jokingly. He was obviously appeased. Shohei walked over to the dust covered counter casually. It was smothered in dust. You could barely see... well, anything on it except the trembling hands of the workers behind it. They cowered. Their hands caressed their heads like a fearful child. If they had such a problem with dust, then wear gloves or something. Though... it'd take a lot more than gloves to clean this place up. Not his problem! Heh! A man, with a now dirty outfit, peeked over the counter. Shohei leaned down and grinned. "It's not worthy of asking, so give me a passport." He held out his hand, gesturing he was wanting a passport placed into it.

    The man only stared narrowed his eyes at the maid behind Shohei. Not a mage. More like a dust witch.

    Enola followed behind Shohei as he approached the counter. The worker behind it looked as if he’d seen a phantom. He hesitated to respond to Shohei’s demand until Enola bent forward with her bright face.

    She reached out her gloved hand, parallel to Shohei’s hand, and echoed Shohei’s request in a more polite manner, “Please, may we have our passports?”

    The man’s eyes went from narrow to wide as if the maid’s smile were a gun, prompting him to reach under the counter and produce a pair of passports. He rushed each passport into Shohei and Enola’s hands and went back to cowering behind the counter.

    “Thank you very much, sir! See, Mr. Kirisagi? The government isn’t so bad after all.”
